The dream of a sprawling sports and entertainment complex in Romulus, Michigan, has turned into a nightmare of alleged deception and financial misconduct. Kenneth Bardwell, a 66-year-old resident of West Bloomfield, has been charged with wire fraud in connection with the proposed Motown Sports Village a project that promised to bring significant economic development to the area.
The complex, envisioned as a 452-acre destination adjacent to Detroit Metro Airport, was touted as a game-changer for the region. It included plans for hotels, sporting facilities, and recreational amenities. However, federal authorities allege that Bardwell’s intentions were far from honorable, and the project was merely a front for a fraudulent investment scheme.
The Alleged Fraud Scheme
According to the Federal Bureau of Investigation (FBI) and the U.S. Attorney’s Office in Detroit, Bardwell sought millions of dollars in investment funds to develop the project. He assured investors that the money would be used to purchase land and develop the complex. If the land could not be acquired, he promised to return the funds through an escrow account.
However, the federal complaint reveals a starkly different reality. Bardwell allegedly made almost no effort to purchase the land for the project. Instead, he reportedly spent the majority of the investor funds on personal luxuries, including gentlemen’s clubs luxury retail goods, rental cars, and other lifestyle expenses for himself and his associates.
The Proposed Development
The proposed Motown Sports Village was an ambitious project that included a variety of facilities designed to attract visitors and boost the local economy. The plans featured:
- A 1,150,000-square-foot youth sports complex with 12 basketball and volleyball courts, four hockey rinks convertible to indoor soccer fields, and a half-mile indoor running track.
- Family entertainment amenities such as an arcade, bowling, rock climbing, and an IMAX theater.
- A 450,000-square-foot indoor water and surf park.
- Outdoor football and soccer fields, a 96-tee golf center, and three hotels with a total of 2,000 rooms.
The entire development was estimated to cost $3 billion with approximately $40–$50 million needed to finance the first phase of the project. The project was seen as a significant opportunity for economic growth and job creation in the Romulus area.
Reactions and Investigations
Romulus Mayor Robert McCraight expressed his disappointment and concern over the alleged fraud. He stated that his administration had been supportive of the project until concerns about its legitimacy arose. The mayor emphasized the city’s commitment to economic development and job creation but stressed the importance of ensuring the legitimacy of any proposed projects.
The FBI began investigating Bardwell in June 2026 after receiving a complaint from a victim who alleged that Bardwell was orchestrating a fraud scheme through Motown Sports Group Holdings, Inc. The investigation revealed that Bardwell and his company had closed multiple accounts and switched banks frequently. Over a period of 26 months, the business account had nearly $4 million deposited in it, with funds being withdrawn at a nearly one-to-one rate.
The federal complaint also highlighted numerous high-end purchases made by Bardwell, including items from GucciLouis VuittonBalenciagaNeiman Marcus and Foot Locker. These purchases totaled nearly $13,000 and were seen as evidence of Bardwell’s lavish lifestyle funded by investor money.
