The American Civil Liberties Union (ACLU) has released a comprehensive report titled “Agents of Chaos and Cruelty,” shedding light on the extensive civil rights violations committed by U.S. Immigration and Customs Enforcement (ICE) and its deputized police forces in 2026. The report documents over 1,200 incidents across eight states, exposing a pattern of misconduct that has transformed American streets into deportation zones.
In 2026, ICE’s operations escalated dramatically, with the Trump administration ramping up immigration arrests and deportations to unprecedented levels. The report highlights the indiscriminate nature of these operations, affecting not only undocumented immigrants but also U.S. citizens, children, and community leaders. The data reveals a disturbing trend of racial profiling, excessive use of force, and the targeting of everyday locations such as schools, grocery stores, and bus stops.
The Human Cost of ICE Operations
The report identifies numerous individuals who were detained, targeted, or subjected to law enforcement misconduct. Among them were 782 protestors, journalists, elected officials, clergy, and community observers; 214 children, including 32 U.S. citizens; and 155 U.S. citizens. These incidents underscore the far-reaching impact of ICE’s operations on communities across the country.
The report also documents 624 instances where everyday locations became sites of immigration arrests, 437 likely instances of racial profiling, and 49 times when ICE was deployed at or near schools, prompting 40 school lockdowns. Additionally, there were 418 instances of physical altercations and 81 instances where agents used tactics that can limit breathing, such as chokeholds. The use of chemical irritants was also prevalent, with 361 instances reported, including 132 times when they were directly aimed at individuals.
Patterns of Misconduct and Accountability Gaps
The report details numerous examples of reckless behavior by ICE agents. In Hyattsville, Maryland, agents pinned a man in a busy intersection, and one agent dropped his gun, turning it toward the crowd. In Simi Valley, California, agents detained a U.S. citizen and left their SUV in drive, causing it to strike a tree. In Bowie, Maryland, agents arrested a father in front of his three young children, smashing his car window and pointing a Taser at him.
These incidents highlight the gaps in accountability structures that have allowed such misconduct to occur without consequence. The report emphasizes the need for greater oversight and transparency in ICE’s operations to protect the rights and safety of all individuals, regardless of their immigration status.
The Authoritarian Blueprint
The tactics detailed in the report are reminiscent of authoritarian regimes, involving anti-immigrant scapegoating, suppression of dissent, and consolidation of executive power.
